Paalala: the legal side for Filipino players

We would rather tell you plainly than bury this in the footer. In the Philippines, PAGCOR is the regulator that licenses legal online gambling, and its rules are written for PAGCOR-licensed operators. Cloudbet holds a Curacao licence, not a PAGCOR one. Philippine law, including Presidential Decree 1602 and Executive Order 13, treats gambling that is not authorised by the proper Philippine authority as illegal, and in recent years the Cybercrime Investigation and Coordinating Center (CICC), PAGCOR and the National Telecommunications Commission (NTC) have blocked unlicensed sites and publicly warned people who promote them.

What this means for you in practice: check the rules that apply to you before you open an account anywhere; if local consumer protection matters to you, check whether a brand appears on PAGCOR's licensed list; and understand that if something goes wrong with an offshore operator, Philippine regulators generally cannot mediate your complaint. You must be at least 21 to gamble in the Philippines, and government officials, employees and uniformed personnel are barred from gambling under PAGCOR and Civil Service rules.

Maglaro nang responsable (play responsibly)

Gambling is entertainment that costs money. It is not a way to earn a living, and no system or tip guarantees a win. A few rules that genuinely help:

• Decide your budget before you log in, and treat it as money already spent on entertainment.
• Set a time limit. Use your phone alarm if you have to.
• Never borrow to gamble, never use rent, tuition or padala money, and never chase your losses.
• Take a break after a big win as well as after a loss. Both cloud your judgment.
• If it stops being fun, stop. Free, confidential, 24/7 help is available from PAGCOR's National Problem Gambling Helpline at (02) 8248-9568. See our responsible gambling page for more.
